
HRA and Case Law Update
This training can be adapted to meet the needs of new or experienced staff or the team
as a whole. It can be run as a 1 ‘overview’ training day or as a 2-day course providing more depth for learning and any local problem solving.

The focus is applying the HRA duties to everyday case situations and takes into account your locally determined processes for managing the flow of work into and through the service.

The day(s) are practically focused, looking at the most common and complex casework questions
raised by Councils in the first 2 years of the HRA. At the end of the day(s) your team
will be confident on how to apply the HRA to:
• Applications – re-applications and applications to more than one authority
• Decision making on owing the prevention and relief duties
• Personal Housing Plans
• How to deliver the assessment of housing and support needs, draw up bespoke PHPs
and reasonable steps following the Haringey and XY case law (August 2019)
• Reviewing PHPs at the prevention, relief and main duty stages
• Performing the prevention and relief duties so there is a successful outcome
• Understanding when a letter must be issued under the HRA
• Local Connection - making and receiving referrals
• When best to make decisions on the main duty, not in priority need and
